Woman in the Window
After Larry-Boy defeated the Milk Money Bandit, the plant dropped on the telephone lines, and a lady was gossiping about something she heard from Harold and Ethel about Albert. She was partially responsible for creating the Rumor Weed as she gave her the ability to spread rumors. She also has the same voice as the Weed, which might explain the accent.

Rumor has it that he has degrees from four or five different schools. He's definitely one of the smartest veggies in Bumblyburg. The only trouble there has been over there was when two of his employees, Jimmy and Jerry Gourd, ate everybody's lunches out of the company refrigerator. Dr. Glocken said they hadn't eaten in over an hour, so something like that was bound to happen.
He only appeared in Larry-Boy and the Rumor Weed as one of the citizens who thought Alfred was a robot.

She and her sons finally let go of their anger before Awful Alvin was defeated.
She speaks in a Brooklyn/New Jersey-esqe accent.
